Court documents state that investigators discovered dozens of videos on Ludwig’s phone dating back to January, many of which captured victims in adjacent stalls without their consent. Following the arrest, local officials have raised concerns regarding the privacy and layout of the airport’s restroom facilities in Concourse A.
