The St. Joseph City Council has narrowly approved an ordinance making it a criminal misdemeanor to relocate unhoused or transient individuals into the city without authorization. Proponents of the five-to-four vote state the measure protects limited local resources from other communities allegedly using one-way bus tickets to export their homeless populations. However, a local shelter group disputed those claims, noting that over seventy-five percent of their residents have lived in St. Joseph for more than a year.
